Special Presentations and Recognitions

-The Board recognized former Board Member, Mr. Edgar Castellanos for this service on the Board from 2020-2021. 

-Representatives from the Waukegan High School JROTC recognized Board Member Ms. Lucy Leguizamo with its June Maguire Leadership Excellence Award. Additionally. Ms. Carolina Fabian was recognized with the JROTC Challenge Coin for her support of the organization’s Valentine’s for Vets program. 



Action Items

-The Board of Education voted to approve the purchase of RespondAbility in the amount of $45,500. The Academics Support and Programs (ASAP) Team is requesting approval for the purchase of a strategic planning and performance management tracking platform called RespondAbility.  RespondAbility will allow the district to utilize division specific dashboards to manage, monitor, and track our work. 

-The Board of Education voted to approve the renewal of Naviance (Powerschool) for the 2021-2022 SY in the amount of $72,392.80. The Academics Support and Programs (ASAP) Team would like to request the renewal of Naviance (Powerschool) for 2021-2022.  Naviance (Powerschool) is a comprehensive college and career readiness solution that helps districts and schools align student strengths and interests to postsecondary goals, improving student outcomes and connecting learning to life. 

-The Board of Education voted to approve the renewal of NWEA MAP for the 2021-2022 SY in the amount of $149,000. The Academic Supports and Program (ASAP) Team is requesting the renewal of NWEA MAP, which serves as the district's main local interim assessment used to measure the progress of students in math and reading in grades K-11.

-The Board of Education voted to approve the renewal of Panorama for the 2021-2022 SY in the amount of $44,000. The Panorama (SEL) Surveys measures student mindsets, behaviors, and attitudes that correlate to success in school and in the community. 

-The Board of Education voted to approve the renewal of Amplify mCLASS Intervention and DIBELS for the 2021-2022 SY in the amount of $88,422.00.

-The Board of Education voted to approve the renewal of Lexia for the 2021-2022 SY in the amount of $207,900. Lexia provides all students—from at-risk to on-level and advanced—a systematic and structured approach to six areas of reading, from phonological awareness to comprehension. The program creates a personalized learning path for each student through an adaptive placement and scaffolded activities that align to State Standards. 

-The Board of Education voted to approve the renewal of College Board for the 2021-2022 SY in the amount of $42,893.

-The Board of Education voted to approve the renewal of Fastbridge for the 2021-2022 SY in the amount of $33,500. FastBridge bolsters student learning across reading, math and social-emotional behavior with timely, targeted supports and insights.  


 


-The Board of Education voted to approve the renewal of Illuminate for the 2021-2022 SY in the amount of $121,889.40. Illuminate serves as the district's system to  facilitate the efficient collection, sharing, and analysis of student assessment and related data.

-The Board of Education voted to approve the purchase of Co-Teaching Professional Development Contract with 2 Teach, LLC in the amount of $32,500.

-The Board of Education voted to approve the renewal of a three year subscription to Goalbook in the amount of $177,012. Goalbook Toolkit improves student outcomes by increasing  teacher effectiveness throughout the special education process. 

-The Board of Education voted to approve Orton-Gillingham Reading Strategies Professional Development from the Institute for Multi-Sensory Education (IMSE) for $67,380. Orton-Gillingham is an explicit, sequential, systematic, and multi-sensory approach used to teach literacy. Our evidence-based program breaks reading and writing into smaller skills involving letters and sounds, then builds on these skills over time.

-The Board of Education voted to approve Cursive Writing-Learning Without Tears for $59,918. The Handwriting Without Tears curriculum draws from years of Innovation and research to provide developmentally appropriate, multisensory strategies for early writing. The program follows research of how children learn best and includes materials that address all styles of learning.

-The Board of Education voted to approve the renewal contract of IQWST (Middle School) renewing for School Fiscal 2021-2022 at $77,000.

-The Board of Education voted to approve the annual proposal of Achieve 3000 for School Fiscal 2021-2022 at $534,900. Achieve 3000 Literacy is proven to accelerate literacy growth across all populations of students, and ensures every student, especially the most vulnerable, continue to learn and grow.

-The Board of Education voted to approve the renewal subscription of EM4 renewing for School Fiscal 2021-2022 at $295,000.

-The Board of Education voted to approve the renewal subscription of Carnegie Learning renewing for School Fiscal 2021-2022 at $221,810.50.

-The Board of Education voted to  approve the renewal subscription of Dreambox Learning renewing for School Fiscal 2021-2022 at $167,508.

-The Board of Education voted to approve the renewal of Lesson Study renewing for School Fiscal 2021-2022 at $58,000.

-The Board of Education voted to approve Edulastic for School Fiscal 2021-2022 at $60,000.

-The Board of Education voted to purchase the ZOOM video conferencing solution. This solution will allow teachers and students to do virtual breakout rooms. The cost for this project is $43,200 for a one-year subscription.  

-The Board of Education voted to approve the purchase of ReadyGen resources to support the curriculum maps for Kindergarten through fifth grade.

-The Board of Education voted to approve the purchase of Supplemental Software for ELs in the amount of $152,113. The Bilingual and Multicultural Department is seeking approval to purchase supplemental software for ELs including English Discoveries, Curriculum Associates, Big Universe, Common Lit and Pacific Learning in the amount of $152,113.

 -The Board of Education voted to approve the purchase of Supplemental Reading Support materials for EL students in Kindergarten through second grade in the amount of $73,494. The Bilingual and Multicultural Department is seeking approval to purchase materials for Supplemental Reading Support for EL students in Kindergarten through second grade in the amount of $73,494.

 -The Board of Education voted to approve the GLAD professional development contract for wave 3 buildings in the amount of $237,600. The Bilingual and Multicultural Department is seeking approval of the GLAD contract for wave 3 buildings in the amount of $237,600. Provide Professional Development for our Wave 3 buildings which include: Lightfoot, Carman-Buckner, Glen Flora, Washington, Webster, Benny, Jefferson, Abbott, Oakdale, Clark, Clearview, Glenwood, and North for a total of 200 teachers. This provides effective strategies and techniques to promote student discourse and language acquisition to support Curriculum Mapping.

-The Board of Education voted to authorizes the Superintendent to approve the purchase of ESL Materials for EL students in grades Kindergarten through 12th grade in the amount of $123,803. 

-The Board of Education voted to approve the purchase of text resources for the curriculum maps quarter one for grades Kindergarten through fifth grade for the 21-22 school year in the amount of $306,913.

-The Board of Education voted to approve the Waukegan Public Schools amended 3-year calendar verbiage revisions for the 2021-2022 school year. At the February 23, 2021, Board of Education meeting revisions were approved for the 3-year academic calendar, reflecting changing the name of Columbus Day to Indigenous Peoples and Immigrants Day as well as the addition of Juneteenth as a holiday. Subsequent verbiage changes only (page2) are being recommended for the 2021-2022 school year calendar to include the following: 1) December 22 - January 5, 2022 is Winter Break and was originally noted as December 21 - January 5, 2022, on page 2, however the highlighted dates on page 1 were correct. 2) April 15, 2022 read as District Closed but now reads as 'Good Friday - District Closed'. 3) October 22, 2021 has been changed to read 'Schools Closed (12 Month WPSS and District is in Session)

-The Board of Education voted to approve the purchase of Core Knowledge Language Arts (CKLA) phonics program for Kindergarten through grade 2 in the amount of $851,154.

-The Board of Education voted to approve a bid from Streamwood-based Crowne Industries, Ltd totaling $167,000.00 for Fuel System Replacement at 2822 Butrick Street, Waukegan, IL. Added to Crowne Industries Bid is a contingency of 20% and the advertisement cost of $167.16 for a total project budget approval of $200,567.16.

-The Board of Education voted to approve the purchase of furniture for MCall from K Log, Inc for the 2021-2022 SY in the amount of $14,407.97

-The Board of Education voted to approve the purchase of furniture from LMC Lowery McDonnell Company for Glenwood Elementary School in the amount of $68,775.

-The Board of Education voted to approve the purchase of furniture from LMC Lowery McDonnell Company for Juarez Middle School in the amount of $48, 835.92.

-The Board of Education voted to approve a bid from Chicago Ridge-based Celtic Environmental,for the Glenwood Elementary School, Oakdale Elementary School, and McCall Elementary School abatement projects, and Westmont-based Kinsale Contracting Group, for the Greenwood Elementary School abatement project. Their proposals total $392,810.00, which includes a $4,000.00 cash allowance for each school: Glenwood, Greenwood and Oakdale, a $6000 cash allowance for McCall, and Alternate 1 at Oakdale for a total construction cost of $392,810.00. Added to the construction cost is a consultant fee of 25% payable to Springfield-based Alliance Illinois Inc, a project contingency of 10% of construction costs, and the advertisement cost of $277.71, for a total project budget approval of $530,571.21.

-The Board of Education voted to approve the 6-month contract extension of Crisis Go Self Certification Software to continue to facilitate daily COVID-19 screenings during hybrid instruction and beyond. The estimated cost is $10,875. 

-The Board of Education voted to approve the payment of $51,481.49 to Waukegan-based Stuckey Construction Company, for repairs related to the Waukegan High School, Washington Campus, girls restroom floor collapse and associated repairs/restoration.

-The Board of Education voted to approve the renewed 3-year lease agreement with Classic Toyota for a 2021 Toyota Camry to be used for Driver's Education at a cost of $347 per month.



Personnel

-The Board of Education voted to approve the resignations, retirements and appointments of 14 employees

-The Board of Education voted to approve the attendance of six Board members, and three staff members at the 2021 CUBE Conference in Atlanta, Georgia on September 16 to September 18, 2021. The estimated cost per participant is $1,839.56, for a total of $16,556.01. Cost includes airfare, lodging, conference registration fees, and per diem. The Council of Urban Boards of Education (CUBE) supports excellence in urban school board leadership. As part of its mission, CUBE creates educational opportunities for urban school board leaders to gain the knowledge and skills necessary to serve as effective local education policymakers and as advocates for equity in public education. Attendance at the 2021 Conference is limited.  Attendees include: Lucy Leguizamo, Brandon Ewing, Jeff McBride, Anita Hanna, Rick Riddle, Adriana Gonzalez, Theresa Plascencia, LeBaron Moten, and Eduardo Cesario.
