This week’s Spotlight on 60 highlighted a partnership with North Elementary and HACES.

Representatives from the College of Lake County discussed plans for the school’s Lakeshore Campus in downtown Waukegan. 


Actions Items

The Board of Education voted to approve the renewal of Schoolmint licenses in the amount of $98,823. This platform allows principals/assistant principals to document and track their coaching and feedback with teachers. 

The Board of Education voted to approve the purchase of sound system equipment for North Elementary School from Modern Media Tech LLC in the amount of $27,110.

The Board of Education voted to approve the emergency one-year contract extension with Preferred Meals for the school year 2022-2023. The cost is $7,415,31.69, which represents a 14.8% increase from the school year 2021-2022.

The Board of Education voted to approve the Amended School Calendar for SY 22-23, as presented. The Calendar Committee met on March 16 to discuss the 2022-2023 School Calendar.  After reviewing the currently approved 2022-23 calendar, the following adjustments will be made: 1. November 8 Election Day will be added as a holiday and the District will be closed.  This student contact day will be added to the last week in May of 2023 (May 24).  2. Spring break week will be moved from the week of March 20 to the week of March 27 to be consistent with other districts in the area.

The Board of Education voted to ratify the external physical vulnerability safety assessment contract for Facility Engineering Associates, PC, to perform services at Brookside Campus, Washington Campus, and AOEC. The base cost is $13,500 plus an additional cost of up to $2,000, which includes the $200/hr rate for additional requested services. The Crisis Intervention and Safety department is recommending an external physical vulnerability safety assessment of the Brookside Campus, Washington Campus, and AOEC facilities to include all items associated with deterrence, detection, delay, and response.

The Board of Education voted to approve the upgrade of the district's current security camera system. The quoted total for the upgrade is $652,373.. The final total which includes a 10% contingency fee of $65,237. is $717,610.

The Board of Education voted to approve the renewal contract for Partners for Results for School Fiscal Year 22-23 at a cost of $139,987.

The Board of Education voted to approve the GLAD professional development quote for teachers and high school instructional coaches in the amount of $285,700.

The Board of Education voted to approve the purchase of Supplemental Reading Support materials for EL students in Kindergarten through second grade in the amount of $88,754.

The Board of Education voted to upgrade the existing Cogent Internet Service Provider (ISP) from 500 MB to 5GB bandwidth capacity at a total cost of $92,400. Special Note: This agenda item was presented on March 22, 2022 to the Board of Education and voted for. Unfortunately, the agenda item was under the "Information Category" and not marked as an action item. For transparency, the ITS Department is re-submitting this agenda item under the correct category for the Board of Education to vote.

The Board of Education voted to approve the replacement of the head end unit of the intercom system at Andrew Cooke Magnet School from First Security Systems Inc., as presented, at a cost not to exceed $32,762.

The Board of Education voted to approve the installation of pocket tables at Glenwood and McCall Elementary School. The quoted cost is $214,599 and an additional 10% contingency is being recommended resulting in a grand total project cost of $236,059.

The Board of Education voted to approve the renewal of the PowerSchool contract for the 2022-2023 SY in the amount of $32,818.

The Board of Education voted to approve the renewal of the RespondAbility contract for the 2022-2023 SY in the amount of $88,000. RespondAbility will allow the district to utilize division specific dashboards to manage, monitor, and track our work.  RespondAbility dashboards provide clarity, focus, and accountability to individuals and teams. 

The Board of Education voted to renew a contract with Sophos, the District’s current Antivirus/Malware/Ransomware provider.  This software is required to protect the data and privacy of WPS60 and our staff. The 3-year contract at the yearly cost of $21,600 for a total of $64,800 over the 3-year contract term.  

The Board of Education voted to approve the purchase of Spanish Language Arts Materials for EL students in grades 6-12 in the amount of $61,047.

The Board of Education voted to approve the purchase of Spanish Language Arts Materials for EL students in grades 6 through 12 from Barnes and Noble in the amount of $19,850.

The Board of Education voted to approve the purchase of Supplemental software Common Lit for EL students in grades 6 through 12 in the amount of $19,250.

The Board of Education voted to approve the purchase of Reading A to Z, ELL edition, supplemental software for ELs in the amount of 16,210.

The Board of Education voted to approve the purchase of English Discoveries, supplemental software for ELs in the amount of $4,750.

The Board of Education voted to approve the purchase of Fuel Education supplemental software licenses for ELs in the amount of $72,000.

The Board of Education voted to approve the purchase of Inspired Literacy licenses for EL students in the amount of $52,700.

The Board of Education voted to approve an agreement with Union-based Team Reil, to purchase and install a new playground at Greenwood Elementary School at a cost not to exceed $45,119.

The Board of Education voted to approve the purchase of new student furniture at John S. Clark Elementary School from Lowery McDonnell and NCPA Contract. The quoted total, which includes installation, is $59,013.

The Board of Education voted to approve the renewal of NWEA MAP for the 2022-2023 school year in the amount of $139,766.

The Board of Education voted to  approve the renewal of Kami for the purpose of digitally enhancing PDFs for the amount of $33,750.

The Board of Education voted to approve Tutormate for the purpose of high dosage early literacy tutoring for the amount of $752,150.

The Board of Education voted to approve the renewal of EM4 for the purpose of K-5 core curricular math materials in the amount of $257,999.

The Board of Education voted to approve the renewal of Dreambox Learning for grades K-8 for the purpose of math intervention and acceleration for the amount of $199,500.

The Board of Education voted to accept the Notice of Funding Opportunity and sign all other associated documents from the Department of Commerce and Economic Opportunity for a fiscal appropriation for capital improvement funds to support the proposed Waukegan WrapAround Center, recommended to be located at 214 Washington Street in downtown Waukegan. The Administration is recommending that the newly proposed Waukegan WrapAround Center be located at 214 Washington Street.  This agenda item is intended to support the funding appropriated through the Department of Commerce and Economic Opportunity, totaling $2.5M, for necessary construction costs to create this space. 

The Board of Education voted to to proceed with planning and implementation of the Transitions to Support Student Access Plan that was presented at the April 12, 2022, Board of Education meeting and approve a budget not to exceed $1,500,000, at this time, payable to the District’s Architects of Record, Wold Architects and Engineers and Arcon Associates, Inc., to support this planning.



Personnel Items

The Board of Education voted to approve performance awards as proposed the amount of $45,000. Performance Awards are being recommended for three employees in the amount of $15,000 each in recognition of outstanding achievement. Carol May, Principal, McCall Elementary School; Gladys Rodriguez, Principal, Clark Elementary Schools; and Gwendolyn Polk, Associate Superintendent of Business & Financial Services.

The Board of Education voted to approve the newest amendment to Superintendent Plascencia’s contract. The proposed amendment recognizes the Superintendent's satisfactory or better performance on contractual and annual goals, acknowledges her leadership of the District over time with a one time payment of $20,000, sets specific targets for future bonus payments, if any; and extends the contract term for three years, through June 30, 2027, effective July 1, 2022.

The Board of Education voted to ratify the agreement between the Administration and the Paraprofessional Union to extend the 2021-2022 work year for the purposes set forth in the Safety Trauma Training Memorandum of Understanding, as presented at the April 19, 2022, Operations Services Committee meeting.

The Board of Education voted to approve the professional development for seven Lyon Magnet teachers to attend a writing institute in the amount of $5,950

The Board of Education voted to approve Alicia Williams, Coordinator of Transportation and Child Nutrition, to attend the 2022 School Transportation News Expo. The Expo will be held June 4-8, 2022 in Indianapolis, IN. The estimated cost is $2,000 which includes registration, transportation, lodging and per-diem reimbursement.

The Board of Education voted to approve Darryl Wilson, Director of Crisis Intervention and Safety, to attend the 2022 NASRO National School Safety Conference. The conference will be held July 3-8, 2022 in Aurora, CO. The estimated cost is $2,700 which includes registration fee, travel, lodging and meals per diem.

The Board of Education voted to authorize Natalie Boye, Instructional Support Teacher to attend the Virtual Conference IMSE Orton-Gillingham. The conference dates are May 2 to May 6, 2022. The total cost of $1,275.00 includes conference registration fees.

The Board of Education voted to authorize Brenda Guzman, Instructional Support Teacher to attend the Virtual Conference for Orton Gillingham. The conference dates are May 16 to May 20, 2022. The total cost of $1,275.00 which includes the conference registration fee.

The Board of Education voted to approve the attendance of Mercedes Alvarez, Amy Barmann, Elizabeth Holly, Nicole Keith, Erik Mennecke, Erin Park, Derek Patterson, and Justin Simon to attend the AVID Summer Institute in Dallas, TX (June 6/12-6/15) at an estimated cost of $2,247 per attendee.

The Board of Education voted to approve the attendance of DL SW Coordinator at NASW National Conference on 6/21-6/25 in Washington D.C for $2,500.

The Board of Education voted to approve the attendance of teachers and school leaders for the purpose of professional development for the amount of $85,000 at Carnegie Learning’s Summer National Institute in Orlando, Florida.

The Board of Education voted to approve the purchase of network equipment (Core Switches, Cabling, and AT&T Internet) at a cost of $192,528.

The Board of Education voted to authorize payments for temporary repairs to the water main service at Brookside Campus in the amounts of $21,005, payable to Ernie Peterson Plumbing Inc. and $632 payable to Krause Electrical Contractors.

The Board of Education voted to approve the purchase of student furniture from Lowery McDonnell for North Elementary school in the amount of $70,534

The Board of Education voted to approve the purchase of furniture for the media center at Miguel Juarez Middle School. The quoted total is $10,000.

The Board of Education voted to approve the purchase of student furniture at Hyde Park Elementary School from Lowery McDonnell. The quoted total is $75,918

The Board of Education voted to approve the purchase of student furniture at John Lewis Middle School from Lowery McDonnell. The quoted cost is $137,935

The Board of Education voted to approve the partnership with the Network for College Success for the 2022-2023 SY in the amount of $140,350.

The Board of Education voted to approve the contract with MorganHR, Inc. The purpose is to provide a comprehensive audit, with recommendations, of the District's administrative salary structure and associated job descriptions. The contract value is $36,000.

The Board of Education voted to approve the purchase to the Learn platform in the amount of $109,726 for two years.

The Board of Education voted to approve the appointments, resignations, retirements and  reclassifications of 24 employees.
