Special Recognitions

-The Board of Education presented a formal Resolution of Honor in recognition of Township Supervisor Patricia Jones’ years of service to the community. 


Action Items

-The Board of Education voted to approve Franczek PC to negotiate a SOPPA amendment to its Google contracts as recommended by the General Counsel at a cost of $450. As of July 1, 2021 Illinois law requires school districts contracting with software providers to disclose certain information about the provider's data collection procedures and make such information public on its website.  Franczek PC is representing a consortium of school districts in negotiating a common SOPPA addendum with Google which the District would join, sharing the cost of representation.  The estimated cost of the District's share is between $300-450.  

-The Board of Education voted to adopt a Resolution to authorize the District's treasurer to make any and all inter-fund loans, not to exceed the aggregate sum of $10,700,000, as authorized in the Illinois Code (105 ILCS 5/20-5) and as required in order to make appropriate payments of expenditures of the School District. This authorization will expire after June 30, 2022. School Districts, as authorized by 105 ICS 5/20-5, are periodically permitted to loan monies between the General Fund (Education, Operations and Maintenance and Transportation Funds) or from the Working Cash Fund to cover temporary cash shortfalls in individual funds. "Shortfalls” exist due to the timing of revenue receipts versus the payment of expenses. This in no way means that projected positive fund balances will be negative at the end of the fiscal year or that the transfers are permanent.

-The Board of Education voted to approve the engagement of Ancel Glink to defend the District in the IDES Appeal case # 21 MR 0000056 at an estimated cost of $10,000. The District has been named as a defendant, along with the Illinois Department of Employment Security, in an appeal of the denial of unemployment benefits to the plaintiff, Marcus Davis. IDES petitions for administrative review in the courts are infrequent and not covered by the District insurance carrier, necessitating the need for assignment of legal counsel.  The cost of defense is an estimate only.     

-The Board of Education voted to approve structural and associated masonry repairs be made at North Elementary School by Broadview-based JLJ Contracting at a cost of $181,390.

-The Board of Education voted to approve the renewal and expansion of Becoming a Man (BAM) in the amount of $931,616.15 for the 2021-2022 SY, subject to legal review and program compliance with all State and federal reporting requirements. Additionally, the Board approved the purchase of Working on Womanhood (WOW) for the 2021-2022 SY in the amount of $691,547. Currently, BAM serves male students in all 5 of our Middle Schools and the Brookside campus.  The ASAP team would like to expand BAM services from 6 counselors to 9, to include a BAM counselor at every MS (5), 2 BAM counselors at Brookside campus, 1 BAM counselor at the Washington campus, and 1 BAM counselor at the AOEC. WOW is a multifaceted, school year-long group counseling and clinical mentoring program. WOW works to improve social-emotional competencies for girls in 7th-12th grade exposed to traumatic stressors in high risk and under-resourced communities.  Using a Trauma-Informed approach, WOW targets young women with significant risk factors for dropout or delinquency such as: teenage pregnancy, trauma, drug or alcohol abuse, self-harm, gang involvement, fighting, academic failure and discipline referrals. Many WOW girls have also been victims of sexual or physical abuse. Participants are identified through referrals by teachers, school administrators and parents.  Please see the attachments and website below for more information. WOW will be implemented in our 5 Middle Schools and the Brookside campus during year 1.



Personnel

-The Board of Education voted to execute Amendment No. 1 to the General Counsel's Employment Agreement. The General Counsel's Employment contract provides for annual performance reviews.  The Board completed its evaluation in June, 2021.  This amendment notes the General Counsel's satisfactory or better evaluation.  No other revisions are made to the contract.

-The Board of Education voted to approve the Counseling Coordinator position to support the district's emphasis on College/Career Readiness and the Framework for Success in the amount not to exceed $95,000.

-The Board of Education voted to approve the appointments and resignation of 83 employees.
