Action Items

The Board of Education voted to authorize three Civic Responsibility Leave days to Thomas Morris (September 30 - October 2, 2020), pursuant to Policy 4404. Board Policy 4404 permits the Board of Education to grant up to three days of leave during any school year when an employee is required to attend meetings and conferences related to a civic duty which conflict with the normal school work days.  

The Board of Education voted to approve the Temporary Facilities Reports completed by STR Partners for Glen Flora Elementary, Little Fort Elementary, Oakdale Elementary, North Elementary, Washington Elementary, Clark Elementary and Whittier Elementary and authorize the Superintendent and Board President to sign said reports. Each year the District is required by the Regional Office of Education to submit a two part Temporary Facilities Report for each temporary classroom (also known as mobile classrooms).

The Board of Education voted to renew the yearly Palo Alto firewall licenses and services. This purchase is needed to provide network security, web content filtering to all district’s network devices and computers. The normal yearly cost for the Palo Alto firewall to the district is $362,995.00. Palo Alto is offering us a special discount of $142,995. In addition, this contract is partially funded for some of the firewall services by the E-Rate program, which covers 85% of the costs. This means that once we receive the -E-Rate funding commitment letter, the district will receive back a check with the amount of $9,000.

The Board of Education voted to approve the purchase of 1,000 Hotspots from T-Mobile with a one-year agreement. These hotspots will be assigned to those students that do not have access to a WiFi internet connection. The cost for 1,000 hotspots is $240,000.00 for one year of service.

The Board of Education voted to approve the purchase of Chromebook's parts to repair damaged devices. These parts will be used on the different Dell Chromebooks we have across the district. The cost of this purchase is $67,442. The Information Technology Department needs to purchase Chromebooks' parts to repair damaged devices. These parts will be used on the different Dell Chromebooks we have across the district. The cost of this purchase is $67,442.

The Board of Education voted to approve to purchase Chromebooks repair services from computer repair companies. The estimated repair costs for 1,000 Chromebooks is $100,000. The benefit of this request is to expedite the Chromebooks' repairs at the WPS60 Tech Depots.

The Board of Education voted to accept the recommendation of the Insurance Plan Board to approve a premium increase of 1.8% to the PPO and HD plans, an 0% increase to the HMO and Blue Advantage plans, and an increase of 2% to the Dental Plan, and the related contractual documents for the affected plans, and authorize the expenditure of the revised total premium amounts for the various policy plans.

The Board of Education voted to approve COVID-19 Board Resolution #5 terminating the suspension of continuum of placement option requirements under Board policy 7080, Least Restrictive Environment for the reasons set forth therein. On April 7, 2020 the Board of Education approved the Superintendent’s emergency suspension of the continuum of placement obligations for students with disabilities under Board Policy 7080 due to the extended school closures and stay at home orders arising from the COVID-19 public health pandemic.  The Diverse Learner Department reports maintaining the full continuum of placement options based on the amount of general education and special education instruction and services within a student's IEP/remote learning plan. Accordingly, the suspension is no longer necessary.


Personnel Items

The Board of Education voted to approve appointments, retirements and resignations of 22 employees. The Board also approved the annual appointment of head coaches. 

The Board of Education voted to  deny the grievance concerning Article V, Section U, Reassignments, as lodged by the Waukegan Council, Lake County Federation of Teachers and presented to the Board on August 25, 2020. 


Financial Items

The Board of Education held a public hearing concerning the 2020/21 budget. Following the hearing, the Board voted to approve the $278,335,193 Budget.


Information Items

The Board of Education reviewed Policy 2111 Uniform Grievance Procedure - Title IX Sexual Harassment; and Policy 2110 Uniform Grievance Procedure.


Legal Reports
Staff presented a 2019-2020 FOIA report, which gave an overview of the 133 FOIAs received in the legal office last year.
